This task is about implementing a new experience for not-yet-created user talk pages.
=== User stories
**Understanding the purpose of user talk pages**
- As a Junior Contributor landing on another person's USER talk page that has not been created, I want to know what this talk page, and others talk pages like it, are used for, so that if at some future point I have something to talk about with a particular person, I know where to go to talk with them about that "thing."
**Initiating a conversation with another volunteer**
- As a Junior Contributor landing on another person's USER talk page that has not yet been created, I want to know what to do to start a new conversation with that person so that I can receive the input/guidance/etc. I need to help improve the encyclopedia.
- As a Senior Contributor landing on a Junior Contributor's talk page that has not yet been created yet, I want to know what to do to start a new conversation so that I can welcome them to Wikipedia and/or share feedback with them about the edits they've made and/or the things they have said elsewhere on the project.
